Human Rights Council burnished Libya image
With the world unable to avert its eyes in the mass bloodshed in Libya, so that as Moammar Gadhafi's deadly degradation of his people reaches a new peak, there's ample blame to go around.
Primary responsibility certainly would go to Gadhafi and the regime,[link widoczny dla zalogowanych], however the international community that for four decades legitimized and propped up one of the worst abusers of human rights cannot evade responsibility. In the apotheosis of international hypocrisy in supporting Gadhafi stands the Un Human Rights Council (using the Office from the High Commissioner for Human Rights since it's official secretariat).
Using the UN Human Rights Council and other UN bodies now scrambling to position themselves on the winning side of history,[link widoczny dla zalogowanych], with belated condemnations of violence and abuses in Libya, it might be unfortunate for that world to your investment sordid good reputation for the central UN human rights body and it is responsibility being an enabler and apologist for so many deadly dictatorships.
A persons Rights Council, created in 2006,[link widoczny dla zalogowanych], was meant as an alternative for that notorious UN Commission on Human Rights (at one point chaired by Libya), which the UN had to conclude was too great an embarrassment. The new Human Rights Council was to be governed by stringent standards for membership in the world's central body for that promotion and protection of human rights.
The guiding General Assembly resolution stipulated that in electing members towards the council, countries were to take into consideration "the contribution of candidates towards the promotion and protection of human rights," and that elected members about the council "shall uphold the highest standards in the promotion and protection of human rights."
Astonishingly,[link widoczny dla zalogowanych], in May 2010, in a secret ballot, Libya received a shocking 155 votes (from 192 countries),[link widoczny dla zalogowanych], and was elected towards the UN Human Rights Council.
The world was certainly aware of the vast litany of domestic and international crimes committed through the Gadhafi regime. Even in the corridors from the UN there is occasional talk and worry about Libya's human rights practices, for example extrajudicial and summary executions, systematic utilization of torture, and also the imposition of the death penalty for political and economic offences.
The international community seemed to be conscious that Libyan agents in 1988 blew up a passenger airplane over Lockerbie,[link widoczny dla zalogowanych], Scotland, killing 270 people, exploded a French airliner within the Sahara desert,[link widoczny dla zalogowanych], killing 170, and in 1986 blew up the La Belle disco in Berlin,[link widoczny dla zalogowanych], killing two Americans and wounding dozens. Gadhafi also financed and helped train dozens of terrorist organizations, supported Charles Taylor in the Liberian civil war which was responsible for more than 200,000 deaths, and backed Robert Mugabe of Zimbabwe, who brought hunger and devastation to that once relatively prosperous country.
None of this seemed to matter towards the Human Rights Council. True, even Western democracies after 2003 (when Gadhafi thought it prudent, within the wake of the ouster of Saddam Hussein, to give up his weapons of mass destruction program) embarked on the dangerously misguided policy of "constructive engagement," where they thought they might combine profit and peace.
It was, however,[link widoczny dla zalogowanych], a persons Rights Council that really burnished Libya's international image in an Orwellian theatre from the absurd. For example, at a council meeting in November 2010 for any universal periodic overview of rights protection, country after country paid tribute towards the Gadhafi regime's performance on human rights.
Qatar expressed its appreciation for Libya's human rights performance. The Syrian representative, without irony,[link widoczny dla zalogowanych], spoke from the unique experience of democracy in Libya and also the progression of human rights there. Saudi Arabia strongly praised Libya's interest in "promoting and protecting human rights." North Korea and Cuba glowingly endorsed Libya's efforts and "significant achievements" in human rights.
No wonder by using such fulsome praise and endorsements in the world's leading human rights body, the Gadhafi regime rejected even moderate "suggestions" at improving its human rights record.
As in the situation of other murderous dictatorships, the Gadhafi regime will come to an end, hopefully the political order will be fundamentally changed, and the long-suffering people of Libya will have their rights and dignity protected. What, however, will happen towards the UN Human Rights Council (and its secretariat) that also bears such heavy responsibility for that horrors the people of Libya have experienced to endure?
